The PowerLinks module uses the JAAS framework for authentication. As such there are several mandatory settings elements required in each DeployableComponentConfig.xml file; controlflag, order, mode, operationaltimeout, and openInNewWindow.
Since these elements shouldn't be changed they can be made "read-only" in the DCC.xml. The benefit of making them read-only is that they won't appear at learning context levels below the server level.

And I would never normally make the openInNewWindow setting read-only as this may be left to the proxy tool and/or section designer to select a value appropriate to the context.
