The tool-login section lists the Web Services and operations which will be used while logged in as your tool (i.e. via the ContextWS.loginTool(...) method).
The Proxy Tool framework resolves your requested operations into Blackboard Learn entitlements and displays them to the System Administrator so they know what entitlements are being granted to your tool before they make it available.
 | If you do not specify this section then you must specify your list of desired operations in the registerTool method call or you will not have any entitlements when using Web Services while logged in as your tool. |
