Why don't the SDKs contain the libraries (such as bb-platform.jar) and tools (such as the Starting Block) for developing building blocks? Better to just call it a documentation package than an SDK.

The version we have is authmoduledata_ce_1.4. I'm wondering if there is a newer version to use particularly for CE8, but any version of Vista or CE.
